The tests were run on February 23 and 24, and March 3 and 5 from

Each table is organized around one service and lists the hosts that provided it. A count appears beside each service name.
§3Reading the Survey as a Snapshot
The report describes results from tests on the listed hosts during the stated dates. It is a survey of which services those hosts provided, rather than a definition of how a service works.
The host lists preserve both host names and addresses so readers can see which machines answered each service test.
The document records which tested hosts offered each service at that time. It does not specify the service protocols.
